The decree approves the planning and subdivision of the land of <a href=\"\/ar\/samaya-residence\/\">\u0633\u0645\u0627\u064a\u0627 \u0631\u064a\u0632\u064a\u062f\u0646\u0633<\/a>, the first project by Nile Stone Urban Development in October Gardens (Hadayek October). Projects in new cities follow the Unified Building Law, <a href=\"https:\/\/eg.andersen.com\/translation-of-law-no-119-of-2008\/\" target=\"_blank\" rel=\"noopener\">Law No. 119 of 2008<\/a>, and the rules of the <strong>New Urban Communities Authority (NUCA)<\/strong>. Before construction, the developer must submit a master plan that shows:<\/p>\n<ul>\n<li>How the land is divided into building plots, roads and open spaces.<\/li>\n<li>Where each building and service will sit.<\/li>\n<li>Building heights, densities and the share of green areas.<\/li>\n<li>How the project connects to the city&#8217;s roads and utilities.<\/li>\n<\/ul>\n<p>When the ministry approves this plan by decree, the layout becomes official. It is the legal base for the next steps, such as building permits.<\/p>\n<h2>Why the decree matters to buyers<\/h2>\n<h3>1. Legal security<\/h3>\n<p>The first question any buyer should ask before paying a down payment is simple: is the project approved? For Samaya, the answer is now written in an official ministerial decree. The land use, the layout and the plan of the compound are approved by the state.<\/p>\n<h3>2. Proof of a serious developer<\/h3>\n<p>A decree takes time, technical studies and full compliance with NUCA rules. It shows the project is moving on its official path. A clear framework the developer must follow<\/h3>\n<p>Decrees of this type come with clear obligations. As an example, <a href=\"https:\/\/www.elwatannews.com\/news\/details\/8278702\" target=\"_blank\" rel=\"noopener\">El Watan News<\/a> reported on a similar ministry decree (No. 1488 of 2025) for another project in 6th of October. That decree required the developer to:<\/p>\n<ul>\n<li>Get NUCA approval before offering or advertising units, and follow the sales rules in Prime Minister&#8217;s Decree 2184 of 2022.<\/li>\n<li>Follow the approved timeline and the approved building and height limits.<\/li>\n<li>Get all licenses and pay all dues before construction starts.<\/li>\n<li>Provide EV charging spaces where required, garages under the Egyptian garage code, and solar energy systems under NUCA rules.<\/li>\n<\/ul>\n<p>The same report notes that violations can lead to the decree being cancelled. The city is planned on about <strong>41,000 \u0641\u062f\u0627\u0646<\/strong>\u060c \u0628\u062d\u0633\u0628 \u0645\u0633\u0624\u0648\u0644\u064a\u0646 \u0641\u064a \u0647\u064a\u0626\u0629 \u0627\u0644\u0645\u062c\u062a\u0645\u0639\u0627\u062a \u0627\u0644\u0639\u0645\u0631\u0627\u0646\u064a\u0629 \u0627\u0644\u062c\u062f\u064a\u062f\u0629 \u0646\u0642\u0644\u062a \u0639\u0646\u0647\u0645 <a href=\"https:\/\/en.amwalalghad.com\/?p=77856\" target=\"_blank\" rel=\"noopener\">\u0623\u0645\u0648\u0627\u0644 \u0627\u0644\u063a\u062f<\/a>. The Ministry of Housing is also delivering roads, utilities and housing projects there.
